摘要
欠发达地区地方性的高等职业教育是我国高等教育的短板,我国在由教育大国走向教育强国的征程中,既不能让高等职业教育掉队,也不能让地处欠发达地区地方性的高等职业教育掉队。文章通过分析得出影响欠发达地区地方性高职院校(以下简称院校)的主要因素有:办学经费少且来源单一导致持续发展能力弱;行业区域劣势导致聚集资源能力差;思想趋于保守导致发展主动性差。文中提出了实现院校质量发展的主要对策:树立“服务”理念,精准办学定位;树立“经营”理念,整合办学资源;树立“质量”理念,提升办学水平;树立“法治”理念,坚持党的全面领导。
Local higher vocational education in underdeveloped areas is the shortcoming of China ’s higher education.In the journey from a big education country to an educational power, China can’t let high vocational education fall behind, nor can let high vocational education in underdeveloped areas lag behind.This paper analyzes the main factors affecting local higher vocational colleges (hereinafter referred to as colleges and universities) in underdeveloped areas: low school funding and single financial source lead to weak sustainable development;industry regional disadvantages lead to poor ability to gather resources;conservative ideas lead to poor initiative of development.This paper puts forward the main countermeasures to achieve the quality development of colleges and universities: establish the concept of “service ” and establish the precise targeting of running schools, establish the concept of “business”and integrate the resources for running schools, establish the concept of “quality” and improve the level of running schools, establish the concept of “rule of law ” and and uphold the party comprehensive leadership.
