摘要
恐怖主义的本质是严重暴力犯罪,治理恐怖主义既需要战略层面的规划,同时也需要战术层面的设计,既要着眼于根源性的预防,也要注重运行层面的控制。立体化社会治安防控体系是一个全方位、系统化的社会控制工程,对恐怖主义犯罪具有良好的阻却功能。从社会治安防控体系视角出发,治理恐怖主义应当立足社区,依托情报,打击前置,走专群结合的道路,通过各类防控网的构建,形成一个全方位、立体化的防范恐怖主义网络。
The nature of terrorism is a kind of serious violent crime, so the governance of it requires the both of strategic planning and tactical designing. It is necessary to prevent terrorism by dealing with root problems and control terrorism by focusing on operational work. The prevention and control system of three-dimensional Social Security, as a comprehensive and systematic social control project, which is able to impede terrorist crimes. From the perspective of Social Security Prevention and Control System, the governance of terrorism should be based on community, rely on intelligence, combat terrorism in advance and rely on both citizens and specialists to construct various types of prevention and control networks, thus forming an all-round, three-dimensional prevention network of terrorism.
