摘要
雍正七年,四川地方政府为治理生产领域的私盐问题,借鉴中国传统基层社会治理的保甲制度,在四川地区推行盐业保甲之制,对从事盐业生产的井灶户加以编联管理,旨在防止私盐从生产领域溢出。然而,由于地方政府缺乏对四川盐业诸多问题的综合考量,忽视了其从编甲和管理等方面出现的运行阻碍,最终导致该制度形同虚设,其私盐治理成效背离初衷。
In the seventh year of Yongzheng, in order to control illegal salt in production, Sichuan local government carried out a policy named Bao-jia system in salt industry, which governed producer of salt industry in order to prevent the spillover of illegal salt from the production field. However, the lack of comprehensive consideration on many problems of Sichuan salt industry and neglect of the operational obstacles from organization and management, it leads the system to exist in name only and deviate from the original intention at last.
