摘要
吉尔吉斯斯坦自独立之后,经济转轨已经走过了二十多年的发展历程,重构金融体系是吉尔吉斯斯坦经济体制转轨的核心战略之一。吉尔吉斯斯坦金融业是一个以银行业为主导的金融体系,1991年以来,吉尔吉斯斯坦银行业经历了五个阶段的改革与发展。为考察吉尔吉斯斯坦银行业的稳定状况,文章通过构建银行业稳定综合指数,定量分析了1998年以来吉尔吉斯斯坦银行业的稳定性,发现银行业发展经历了三个阶段的不稳定。吉尔吉斯斯坦银行业发展从不稳定走向稳定可以归因于宏观经济的稳定、银行业的改革、恰当的危机应对策略、加强银行业监管和存款保险制度的建立。对吉尔吉斯斯坦银行业从动荡到稳定的交替演化过程进行分析,可以得到值得借鉴的经验和启示。
Since its independence, Kyrgyzstan's economic transition has gone through more than 20 years. Reconstructing the financial system was one of the core strategies of Kyrgyzstan's economic transition. Its financial industry was dominated by its banking system. Since 1991, Kyrgyzstan's banking has undergone five stages. This paper quantitatively analysed the stability of Kyrgyzstan's banking industry since 1998 by constructing a comprehensive index of its banking stability, and found that the banking industry has undergone instability in three stages. Reasons for for its steady development from instability could be the macroeconomic stability, banking reform, appropriate crisis response strategies, strengthened banking supervision and the establishment of deposit insurance system.
