摘要
政党协商是中国共产党领导的多党合作与政治协商制度的重要内容,在我国政治体制运行中具有独特优势和不可替代的作用。长期以来,由于部分党政领导干部对于政党协商重要性还存在认识不一致、定位不清晰等误区,民主党派参与政党协商实践存在着“能不能”“要不要”“敢不敢”协商的问题,影响了政党协商作用的发挥。面对这些问题,民主党派不断探索参与政党协商的实践途径,依照法定程序不断增强协商民主的规范性,在调研的基础上围绕中心工作提高政党协商的精准性、强化政党协商的组织性、注重政党协商的协作性、并不断突出民主党派的主体性,努力在推进参与政党协商的实践探索方面取得积极成效,发挥民主党派参与政党协商的作用。
Political party consultation is an important part of the multi-party cooperation and political consultation system led by the Communist Party of China.It has unique advantages and irreplaceable role in the operation of our political system.For a long time,because some leading cadres of the party and government have some misunderstandings about the importance of political party consultation,such as inconsistent understanding and unclear positioning,there are some problems in the practice of democratic parties'participation in political party consultation,such as“can or cannot participate",“need or not need to participate"and“dare or dare not participate",which has affected the role of political parties in consultation.Faced with these problems,the democratic parties continue to explore practical ways to participate in political party consultation,constantly strengthen the normative nature of consultative democracy in accordance with legal procedures.At the same time,on the basis of investigation and research,they focus on the central work to improve the accuracy of political party consultation,strengthen the organizational nature of political party consultation,pay attention to the coordination of political party consultation,and constantly highlight their subjectivity so as to achieve positive results in promoting the practical exploration of political party consultation and play the role of democratic parties in political party consultation.
