摘要
随着中国自然保护地领域国家政策从“建立国家公园体制”发展到“建立以国家公园为主体的自然保护地体系”,建立统一的自然保护地管理机构的步伐,已经从国家层面深入到各省、市、县层面。另一方面,在当前生态文明体制改革的大背景下,环保督查、生态红线划定、资源确权登记等各项宏观政策正在从外部促使我国自然保护地领域开展保护管理的反思和调整。自然保护地体制机制改革的逐步深入,使得实践层面各级各类自然保护地重叠设置、边界不清、功能定位矛盾突出、保护与发展冲突严重等问题更集中更尖锐地凸显出来,也对理论研究提出了更多挑战。
With the development of the national policy in the field of nature reserve in China from "the establishment of the national park system" to "the establishment of a system of natural protection sites with national parks as the main body",the pace of establishing a unified nature reserve management institution has been deepened from the national level to the province,city,and county levels.On the other hand,under the background of the current reform of the ecological civilization system,various macro policies such as environmental supervision,ecological red line demarcation,and resource confirmation registration are promoting the reflection and adjustment of protection management in the field of nature protection in China.The gradual deepening of the reform of the system of nature reserves has made the problems of overlapping levels of natural protection sites at all levels,unclear boundaries,prominent functional positioning,and serious conflicts between protection and development at the practical level obvious,and has raised more challenges for theoretical studies.
