摘要
在国民经济持续、高质量发展的进程中,知识密集型国企扮演着举足轻重的角色。在知识密集型国企中,知识型员工占据很大比例。这一特征,使得其人力资源管理体系不同于一般的国企。伴随着改革步伐的推进,国企的人力资源管理体系已初步成形,但仍存在人力资源规划缺失、激励不足、绩效考核过于简单化和培训开发有限等问题。针对以上问题,从人力资源管理理念、人力资源规划、绩效考核、激励措施和人才培养等五个方面,就如何提升知识密集型国企的人力资源管理水平进行了探讨。
Following decades of sustained and advanced development, knowledge-intensive state-owned enterprises are coming to occupy an evermore important place in the Chinese national economy. A substantial and growing proportion of these firms’ workforces are made up of knowledge workers, a fact that distinguishes these state-owned companies from their more traditional counterparts. In light of this trend, knowledge-intensive state-owned firms have launched early attempts at developing human resource management systems and techniques for knowledge workers, yet these efforts have heretofore remained hampered by issues such as inadequate human resource planning, insufficient incentives, over-simplified performance appraisal, and limited training and development opportunities. In light of these shortcomings, this paper explores how human resource management within knowledge-intensive state-owned enterprises can be improved in five areas: from human resource concepts, to human resource planning, performance appraisal, incentive measures, and talent development.
