摘要
十九大报告明确指出,党政军民学,东西南北中,党是领导一切的;中国共产党是中国特色社会主义事业的领导核心,党的建设不仅关系到执政党的命运,更关乎中国民族伟大复兴的中国梦。“在当今中国,政党建设与现代化发展之间的有效互动已经成为现代化发展的重要动力机制,这个机制产生之久效能的关键是中国共产党在推进现代化建设过程中不断地发展和完善自身”[1]。所以,中国共产党的建设是我们国家发展的重要课题,是贯穿始终的重要任务。在当下的社会环境中,传统的固化封闭的单位制党建模式已被时代淘汰,区域化党建是党建模式的重大创新。我党的建设在近些年来不断取得重大突破、取得重大成果。与此同时,社会治理也要相应地进行调整,尤其是基层社会运行机制一定要适应时代发展趋势、满足人民群众需要。城市基层社区治理是进行社会治理的重要基础,特色的党建体系引领下的城市社区治理是社会和谐、社会进步的基础,也是履行全心全意为人民服务这个根本宗旨的有效手段。
The report of the 19th National Congress clearly pointed out that the Party is the leader of all walks of life;the Communist Party of China is the core of leadership in the cause of socialism with Chinese characteristics;Party building is not only related to the fate of the ruling Party, but also to the great rejuvenation of the Chinese nation. The Chinese dream of revival."In today's China, the effective interaction between Party building and modernization has become an important driving force for modernization, and the key to the long-term effectiveness of this mechanism is that the Communist Party of China continuously develops and perfects itself in the process of promoting modernization." Therefore, the construction of the Communist Party of China is an important issue for the development of our country and an important task throughout the process. In the current social environment, the traditional solidified and closed unit-based system and model has been eliminated by the times, and regional Party building is a major innovation in the Party building model. In the past few years, the building of our Party has made major breakthroughs and achieved major achievements. At the same time, social governance must be adjusted accordingly. In particular, the grassroots social operation mechanism must adapt to the development trend of the times and meet the needs of the people. Urban grassroots community governance is an important basis for social governance. The urban community governance under the characteristic party building system is the basis of social harmony and social progress, and an effective means to fulfill the fundamental purpose of serving the people wholeheartedly.
