Guo Moruo served as director of the Third Office of the Political Department of the National Government Military Commission, which appears to be a normal personnel appointment, but in fact the appointment was based on different considerations of the Kuomintang and the CPC at that time. Because of the need for military political work during wartime and Chiang Kai-shek and Chen Cheng’s good impression of Guo Moruo after their talks with him, the Kuomintang invited Guo Moruo to take charge of the Third Office. However, in fact Guo Moruo was a secret member of the CPC, and while serving as the director of the Third Office he was also closely linked to Zhou Enlai, who was serving as deputy minister of the Political Department. Because of the KMT-CPC cooperation and the future cause on the home front, the CPC Central Committee and the Yangtze River Bureau agreed that Zhou Enlai and Guo Moruo should accept the appointments by the National Government. Guo Moruo’s appointment as director of the Third Office is indicative of the micro-level complexity of KMT-CPC cooperation in practice.
