摘要
通过研究重庆市56个规划环境影响评价报告发现,在计算流域水环境容量时存在设计水文条件不一致、控制断面设置不规范、综合降解系数取值不合理等问题,现结合《环境影响评价技术导则地表水环境》(HJ2.3-2018)和有关规范要求,提出规划环评中水容量计算相关参数的选取原则及参考取值范围。
Based on the study of 56 environmental impact assessment reports of Chongqing,there are some problems in calculating the water environmental capacity,such as inconsistent design hydrological conditions,non-standard control section setting,unreasonable value of integrated attenuation coefficient and so on.According to the requirements of“Technical Guidelines for Environmental Impact Assessment-Surface Water Environment”(HJ2.3-2018),the selection principles and reference ranges of water capacity calculation parameters in planning environmental impact assessment are put forward.
