改革开放40年中国基础教育公平政策的推进策略与演进逻辑 被引量:6

Strategic Choice and Evolution Path of China’s Basic Education Equity Policy in the Last 40 Years of Reform and Opening-Up

摘要 改革开放40年来,中国围绕基础教育公平出台的各类政策法规不断完善,成效显著。从政策数量、政策主题词、政策类型和政策功能四个方面进行回顾,可以发现中国基础教育公平政策40年的推进策略主要有:以教育“起点公平”为主要着力点、以全面均衡为发展方向、以师资队伍提升为第一抓手、以信息技术为重要突破口;其演进逻辑主要有:从“保底”式公平到“均衡发展”式公平、从“物质关怀型”公平到“人文关怀型”公平、从单一方法促进公平到多元工具维护公平、从单一主体推动公平到协同攻坚保障公平。 Over the last 40 years of reform and opening-up,China's basic education equity policy and regulations have been continuously improving achieving remarkable accomplishments.Reviewing the policy quantity,policy keywords,policy types and policy functions,we can find that the strategies for formulating basic education fair policies mainly include:education"Starting Point Fairness"as the main focus,"Comprehensive Balance"as the development direction,the promotion of faculty as the first priority and information technology as the breakthrough.The path of evolution of equity policy is as follows:from"minimum guarantee"equity to"balanced development"equity,from"material care"equity to"humanistic care"equity,from single approach to multi-tool approach,and from individual effort to cooperative work.
