富余风电参与调峰权交易的电力市场均衡分析 被引量:14

摘要 常规电源调峰能力不足是制约可再生能源大规模消纳的主要原因之一。随着我国电力市场化改革的推进,开展短期调峰辅助服务交易成为促进富余风电消纳的重要途径。综合考虑火电厂进行常规调峰和深度调峰的情形,建立并求解富余风电参与调峰权交易的市场均衡模型,为验证调峰权交易机制的合理性和有效性提供参考和评判依据。通过算例分析了不同供需关系和发电商策略性报价对调峰权交易结果的影响,指出了极端竞争带来的后果,并研究了权利金在规避风险和调控市场竞争方面的作用,可对市场机制设计的进一步完善提供有益的参考。 Insufficiency of peak regulation capacity of conventional power sources is one of the main reasons limiting accommodation of large-scale renewable energy. With advance of China's power market reform, short-term peak regulation ancillary service market becomes an important way to promote accommodation of surplus wind power. In this paper, a market equilibrium model of peak regulation right trading between wind farms and thermal power plants is established, in which both conventional peak regulation and deep peak regulation of thermal power plants are taken into account. By means of solving the market equilibrium model, the trading results considering the strategies of electricity producers are presented, so as to provide reference for verifying rationality and effectiveness of the peak regulation right trading mechanism. An example is given to analyze the impact of different supply-demand relationships and the strategic quotation of power producers on peak regulation trading results, pointing out the consequences of extreme competition, and study the role of the ratio of rights in avoiding risks and regulating market competition.
