摘要
以首都科技条件平台为例,结合中小企业创新发展所面临的资源平台缺失和资金平台缺失双重困境,分析了平台以实验室为服务单元的“小核心大网络”服务体系、“以专业服务机构为运营主体”的服务机制、“多方共赢”的利益分配机制和“以效果为导向”的政府支持机制;从平台构建的研发、科研成果转化、科技金融和财政支持4个方面提出了解决模式,推动实验室科研设施与仪器开放共享,并提出了相关政策建议。
By taking the Capital Science and Technology Condition Platform as an example and in combination with the dual dilemma of the lack of platform resource and platform funding in the innovation and development of small and medium-sized enterprises, this paper analyzes the government supporting mechanism with the service system of “Small core and large network” with laboratory as service unit, the service mechanism of the “Professional service institutions as operation subject”, the benefit distribution mechanism of the “Multi-win-win” and the “Effect-oriented” policy of the platform. Solutions are put forward from the following four aspects: the development of the platform construction, the transformation of scientific research achievements, the scientific and technological finance and financial support and the promotion of the opening and sharing of scientific research facilities and instruments, and relevant policy suggestions are proposed.
