摘要
自党的十八大提出生态文明建设的战略决策以来,十九大继续提出“山水林田湖草是一个生命共同体”的论断。随着自然资源部的成立和空间规划职能的调整,特别是近期明确提出“建立和实施全域、全类型国土空间用途管制制度”,对于旅游度假区这一特殊的“开发主导型重要生态区域”的空间管控与利用将提出新的要求。针对旅游度假区的法规缺失、规划管控脱节等问题,为提高旅游度假区管控效能实施抢救性的管控,本文以山东省曲阜市尼山镇尼山文化旅游度假区为例,从底线管控、风貌把控、理性发展、抢救管理四个方面提出规划管控策略,创新性提出“三区四线”的全覆盖空间管制、“负面清单”式的底线思维发展模式,尝试探索生态文明建设背景下的旅游度假区的规划管控研究。
Since the strategic decision of ecological civilization construction was put forward in the 18th National Congress of the Communist Party of China,the 19th National Congress has continued to put forward the argument that"Mountains,water,forests,fields,lakes and grass are a community of life".With the establishment of the Ministry of Natural Resources and adjustment of the functions of space planning,especially the recent explicit proposal that"to establish and implement a system of controlling the use of the whole territory and all types of land",new requirements are to be requested for control and utilization of tourism resorts,for they are a kind of special"important ecological areas of development oriented".In view of the lack of regulations on tourist resorts and the disconnection of planning and control,in order to improve the management and control effectiveness of tourist resorts,and to implement rescue management and control,taking Nishan Culture and Tourism Resort as an example,this paper puts forward planning and control strategies from four aspects:the bottom line control,style and features control,rational development and rescue management,and creatively puts forward a"Three Areas and Four Lines"whole coverage of space control strategy,and a development model of"negative list"type of bottom-line thinking,attempting to explore the study of the management and control of tourist resorts under the background of ecological civilization construction.
