摘要
随着社会经济的发展,各国政府对建筑工程安全生产与文明施工提出了更高的要求。对此,我国各级政府监管层也予以高度重视,加大监管力度,并采取了相关措施,有效地降低了安全事故的发生率。然而,现有工程建设中依然存在较多的安全生产及文明施工问题,使得安全监管工作依然任重道远。通过对某一地区建筑行业安全监督检查中存在的问题进行调研与分析,建立相应的风险评估分析模型,确定各影响因素的重要性指数与监督管理内容分类。研究成果有助于建筑行业监督管理部门明确监督工作重点,有针对性地采取治理措施,减少建筑工程施工现场安全生产隐患,实现安全及文明施工目标。
With the development of social economy,governments have put forward higher and more stringent requirements for safety production and environmental protection,which require paying more attention on supervision. Moreover, the central government also takes relevant measures to effectively reduce the incidence of accidents. However,there are still many risks existing in the safe and civilized construction, which increases difficulties in the safety supervision. By reviewing and analyzing the problems in the safety supervision and construction inspection,we develop the analytical model for risk assessment,so that we can determine the importance index of each factor and contents in supervision and management. The results will help the administrative authorities of construction industry to identify the focus of supervision and take targeted measures which could reduce the potentially dangerous and achieve the safe and civilized construction.
