摘要
公安派出所是公安工作的最前沿阵地,在公安工作中具有基础性地位。当前派出所面临着工作任务繁杂、考核监督指标多、工作压力较大、工作能力参差不齐、科技建设与应用不均衡等诸多问题,影响了基层公安工作的有效进行。因而,有必要从职能定位、队伍能力提升、人员保障机制、经费保障机制等方面进行深层次原因分析,从而促使派出所职能回归,实现按需培训提升能力、改革职业保障与考核评价体制、创新经费保障机制等加强基层派出所工作的有效应对。
The police station is the forefront of public security work and has a basic position in public security work.Through the entry point of the grassroots police stations in Liaoning Province,the paper made an in-depth analysis of factors,such as the functional orientation,team capacity improvement,personnel security mechanism and funding guarantee mechanism,for the status quo of the current police station that the tasks are complicated,the evaluation supervision indicators are numerous,the work pressure is high,the work ability is uneven,and the technology construction and application are not balanced,and then put forward the corresponding countermeasures such as returning the police station's function,improving capabilities by on-demand training,reforming the vocational support and assessment system,and innovating funding guarantee mechanism etc.,to strengthen the work of grassroots police stations at this stage.
