摘要
通过对四川省成都市和乐山市两座城市发展的今昔对比,从基础设施建设问题,人力资源流失,产业资源配置、资源环境保护和经济发展之间矛盾,房地产两极分化严重,基本公共服务城市差距,地方政府债务危机等方面做了多维度分析和比较。研究认为,要促进我国西部地区经济发展需要:第一,调整优化财政支出结构,进一步关注民生领域对“人”的投入。第二,产业在由发达地区向西部地区转移的过程中要依据西部地区各省的产业基础和资源要素禀赋,有选择地转移和发展。第三,西部地区要为实现就近城镇化、人的城镇化打下基础和创造条件。第四,改善创新发展环境,人的城镇化要依靠产业发展、培育市场环境和教育培训实现教育扶贫,要进一步开发西部人力资源。第五,以基本公共服务均等化促进西部地区可持续发展。第六,走“宽税基,营改增”的发展道路,以产业为支撑,有效化解地方政府的债务风险。
By comparing the development of Chengdu and Leshan cities in Sichuan province, multidimensional analysis and comparison are made on the problems of infrastructure construction, loss of human resources, contradiction between industrial resource allocation, environmental protection and economic development, serious polarization of real estate, gap between basic public service, and local government debt crisis. It points out that, in order to promote the economic development of Western China, first, the expenditure structure should be further optimized. Second, to transfer industries from developed regions to Western China selectively according to the industrial base and resource factors of the provinces in western regions. Third, to establish the foundation and create conditions for local urbanization and human urbanization. Fourth, to improve the environment for innovation and development, urbanization should rely on industrial development, market environment and education and training to help the poor, and further develop human resources in Western China. Fifth, to promote the equalization of basic public services in Western China. Sixth, to further broaden the tax base and take the VAT reform and take industry as the support to effectively resolve the debt risk of local governments.
