摘要
成都市医保局深刻领会国家组织药品集中采购和使用试点的要义,注重处理好创新与稳定、民生与产业发展的关系,着眼于集中采购机制的行稳致远,构筑起和谐包容、高效平稳的集中采购试点体系。并且实施了九项体现上述思路、彰显创新性和启示性、具有本市特色的做法。试点时间虽短,但成效明显,大幅度降低了参保患者的药品费用负担。但也出现了价格洼地导致的周边城市群众到试点城市购药、企业对完成采购量的医院不愿再供货等现象,需要通过扩大试点范围、鼓励企业超量供药等措施来解决。
Chengdu Healthcare Insurance Bureau deeply understands the key points of centralized procurement and use of drugs organized by the State, pays attention to the relationship between innovation and stability, people's livelihood and industrial development, and constructs an efficient and stable drug centralized procurement pilot system.Nine innovative and enlightening practices with the local characteristics have been implemented.Although the pilot period is short, it has achieved remarkable results, greatly reducing the drug cost burden of insured patients.But there are also some phenomena, such as the people from the surrounding cities who buy medicine in the pilot cities because of the price depression, and the unwillingness of enterprises to re-supply the hospitals that have completed the purchase volume, which need to be solved by expanding the scope of the pilot projects and encouraging enterprises to over-supply drugs.
