摘要
在多角度、多层次分析黑龙江省重点国有林区森林资源管理长期积弊的基础上,提出应从彻底进行重点国有林区改革、建立合理的人才管理机制、提高法律培训工作力度、完善现有相关法律法规并加大处罚力度、构架高效合理的"管理金字塔"等方面,有针对性地解决黑龙江省重点国有林区存在的各种问题。
On the basis of multi-angle and multi-level analysis of the long-term accumulation of forest resource management in key state-owned forest areas in Heilongjiang Province, it is proposed that the reform of key state-owned forest areas should be thoroughly carried out, a reasonable talent management mechanism should be established, legal training work should be improved, and relevant existing laws should be improved. The regulations have also increased penalties, and the efficient and rational "management pyramid" has been targeted to solve various problems in key state-owned forest areas in Heilongjiang Province.
