摘要
分析陕西省眉县地区近7年来新农合套现、诈骗现象。发现目前新农合套现、诈骗现象非常普遍,而且形式多样,诈骗金额巨大,社会危害严重,并呈逐年上升的趋势,极大地影响了新农合资金的安全运行,甚至干扰了新农合政策运行和决策。为确保参合农民的切身利益、保障新农合政策与决策的准确性,必须加强参合群众源头管理,完善新农合监管制度,加强执法力度,杜绝新农合套现、诈骗现象发生。从而,堵住新农合资金运行中的漏洞,保障其安全运行。
This paper analyzes the insurance fraud phenomenon of new rural cooperative medical system funds in Mei County of Shaanxi Province in recent seven years. It finds that the insurance fraud of new rural cooperative medical system funds is a very common phenomenon, which has various forms. And the amount of insurance fraud is huge, the social harm is serious, and it shows an increasing trend year by year. This greatly affects the safe operation of new rural cooperative medical system, and even interferes with the policy implementation and decision-making. In order to ensure the vital interests of the insured rural residents and the accurate implementation of using new rural cooperative medical system policy, it is necessary to strengthen the management of the insured rural residents, improve the supervision of using new rural cooperative medical system funds, strengthen law enforcement, and prevent insurance fraud of new rural cooperative medical system funds. It will block the loopholes in the operation of new rural cooperative medical system funds and ensure its safe operation.
