摘要
公租房制度有助于推动城市公平住房,促进社会稳定,提高中低收入人群的获得感。我国目前所建成的公租房社区普遍存在保障体系不够完善、具有居住隔离风险等问题。为了实现公租房的健康发展,对公租房进行可持续性评价具有重要意义。本文构建公租房可持续性评价体系,包括社会、经济、生态环境和运营管理4个子系统层,14个指标。在可持续性评价指标体系的基础上,运用层次分析法确定各指标权重值,再通过灰色综合评价法对公租房可持续水平进行评价。评价结果表明,重庆民安华福公租房可持续性发展综合评价等级为“一般成熟”,其中,公众参与等是影响公租房持续性发展水平的关键性因素。最后,根据评价结论有针对性地给出提升公租房可持续性发展水平的建议。
The public rental housing system is conducive to accelerate fair urban housing and social stability,and improving the happiness of the medium and low-income population.However,at present,the domestic built public rental housing has the features of insufficient security system and the risk of residential segregation.In order to realize the healthy development of the public rental housing,it is of great significance to evaluate the sustainability of public rental housing,which is also beneficial for guiding the breakthrough of community construction.This paper is aimed at establishing an evaluation system of sustainable public rental housing,including social,economic,ecological and operational management subsystems with 14 indicators.Based on the above,AHP and grey assessment methods are invoked to measure weights of indictors and comprehensive level of sustainable development respectively.It is proved that the assessment result of Min’anhuafu in Chongqing is“generally mature”,among which,the key factors affecting the sustainable development of public rental housing such as public participation are identified.Finally,it puts forward a couple of suggestions for improving the sustainable development of public rental housing.
