摘要
基于社会资本理论视角,运用2001—2016年中国30个省份的面板数据,采用随机前沿生产法考察社会资本对中国创新两阶段效率的影响机制,借助面板门槛模型检验社会资本对技术开发效率和成果转化效率的门槛效应。研究发现:(1)中国的创新两阶段效率整体呈上升趋势,但仍处于较低水平且呈现显著的区域差异。(2)社会资本对技术开发效率的影响呈U型关系,当社会资本跨越一定的门槛值时才能促进技术开发效率提升;鉴于尚未触及门槛值,目前社会资本对成果转化效率具有一定的抑制作用。除直接影响外,社会资本还可加快人力资本积累、提升创新效率。(3)社会资本对创新两阶段效率的影响均存在门槛效应。随着社会资本水平的不断提高,其对技术开发效率的影响效应由负转正且正向效应不断增强,其对成果转化效率的负效应也将降为最小。(4)其他影响因素中,除对外开放能显著地促进创新效率提升之外,政府研发资助具有负向作用,企业自主研发的正向效应并不显著。
Based on the perspective of social capital theory,using the panel data of 30 provinces in China from 2001 to2016,this paper uses the stochastic frontier production method to examine the impact mechanism of social capital on the efficiency of China's two-stage innovation,and uses the panel threshold model to test the threshold effect of social capital on technology development efficiency and efficiency of results transformation.The study finds that:(1)Despite the overall upward trend,China's two-stage efficiency of innovation is still at a low level and presents significant regional differences.(2)The influence of social capital on the efficiency of technology development is U-shaped.When social capital crosses a certain threshold,it can promote the efficiency of technology development.In view of the fact that the threshold has not yet been touched,social capital currently has a certain inhibitory effect on the efficiency of the transformation of results.In addition to direct impact,social capital can also accelerate the accumulation of human capital and enhance innovation efficiency.(3)There are threshold effects on the impact of social capital on the two-stage efficiency of innovation.As the level of social capital continues to increase,its effect on the efficiency of technology development transfers from negative to positive and the positive effect is continuously enhanced,and its negative effect on the efficiency of the transformation of results is minimized.(4)Among other influencing factors,in addition to opening up which can significantly promote innovation efficiency,government RD funding has a negative effect,and the positive effects of independent research and development are not significant.
