摘要
在技术经济水平日益发展的当今社会,在国家推行EPC工程总承包模式和推行"放""管""服"形式下,实施工程项目的监理工作,介绍了EPC工程实施组织模式,并对传统模式下监理工作和EPC工程总承包模式下监理工作进行了分析对比,提出了目前阶段国家层面在制度体系顶层设计方面存在的缺陷以及监理行业、监理企业自身短板,为国家制定EPC工程总承包相关管理制度和监理企业自身调整升级指出了存在的问题和解决问题的措施。
The paper introduces the implementation and organization model for EPC projects to implement the general contracting model of EPC projects and undertake the streamline administration,power delegation and service optimization in the society with increasing technical and economic standards,undertakes the analysis and comparison between the inspections under the traditional model and EPC engineering contracting model,and points out the defects in the roof design of the institute system nationally and the shortages in the inspection industry and inspection enterprises,and points out the existing problems and solutions for the related management system of EPC engineering contracting administrative systems and the self-adjustment of inspection enterprises.
