摘要
党的十九大报告赋予乡村振兴战略新的时代价值,并提升其战略高度,给予乡村治理“三共一体”的丰富理念、“三治合一”的新颖体系。在此背景下,乡村振兴的顶层设计为乡村治理创造了如统筹总体方向、改善基础条件、培育新生力量、完善法治环境等新的发展机遇,但也面临着诸如治理组织官僚化与治理管理民主化背离、传统治理机制与新时代治理环境不适应、乡村经济发展与文化基础贫困自相矛盾等新的现实挑战。因此通过秉持治理理念、健全治理体系、构建协同治理机制、建立乡贤文化、树立乡村法治权威等路径,营造乡村治理新格局,从而实现国家治理能力现代化。
The report of the Nineteenth National Congress of the Communist Party of China gives new value to the strategy of rural rejuvenation,and promotes its strategic height to have a breakthrough understanding of the problem of rural governance.To give rural governance with the rich concept of"three-in-one"and"three governance in one"novel system.In this context,as the top-level design,the rural revitalization has created such as overall direction for rural governance,improving the basic conditions,nurturing the new forces.The new development opportunities,such as perfecting the environment of rule of law and so on,inevitably lead to the deviation between bureaucracy of governance subject and democratization of governance spirit,the inadaptability of traditional governance mechanism to the governance environment of the new era,the development of rural economy and the poverty of cultural foundation.New realistic challenges such as shields.Therefore,by analyzing and analyzing the ways of adhering to the concept of governance,perfecting the governance system,constructing the cooperative governance mechanism,establishing the township culture and establishing the authority of the rural rule of law,and so on,a new pattern of rural governance is built,so as to realize the modernization of the national governance ability.
