深圳市宝安区某家禽批发市场通过重新规划功能区、统一设置屠宰车间和代宰档、建立产品质量安全自检快检室、升级改造污水处理系统和清洗消毒设施以及设立全市统一的休市消毒制度和无害化处理制度等一系列升级改造措施,将单一的活禽批发市场,升级改造为集活禽批发、代宰和生鲜销售为一体的综合市场。在监管方面,首创活禽到生鲜禽市场内流向监管的“4联票据许可制”,建立系统完善的市场内疫病监测机制以及官方动物检疫电子出证系统+企业(场方)家禽二维码脚锁扣标识系统的双重禽产品检疫与质量追溯体系。针对销售、屠宰时的混禽污染风险,以及市场检验人员不稳定、检疫监管仍有漏洞、活禽经营及屠宰人员疫病防控意识欠缺等问题,提出探索建立产地与家禽批发市场“点对点对接”机制、建立大数据智能化检验检疫管理平台、加强市场品检人员检疫检验培训、强化企业方的动物防疫工作第一责任人意识等建议。深圳市宝安区该家禽批发市场的升级改造作法和监管机制,对于国内其他家禽批发市场具有示范和参考意义。
A poultry wholesale market in Bao'an District of Shenzhen City had been upgraded to a comprehensive market integrating selling live poultry by wholesale,slaughtering live poultry and selling fresh poultry products by a series of measures,including re-planning functional areas,setting up unified workshops for slaughtering,building rapid self-inspection rooms for products'quality and safety,upgrading sewage treatment system and facilities for cleaning and disinfection,and adopting unified disinfection system at rest days and bio-safety treatment system across the city.In terms of supervision,the“licensing system of four joint bills”for supervision over the movement of live poultry to fresh poultry market was initially developed,the well-organized mechanism for monitoring animal diseases within the market and dual quarantine and quality traceability system for poultry products that integrated official electronic certification system for animal quarantine+identification system of poultry foot lock with QR code of enterprises(farms)was established.Considering the following problems,including risks of mixed poultry pollution at sale and slaughtering link,instability of inspectors in the market,loopholes in quarantine and supervision,low awareness related to disease control of operators and butchers for live poultry,some suggestions were put forward,such as exploring to establish the“point-to-point docking”mechanism between the original of place and the market,developing the management platform of big data intelligent inspection and quarantine,improving trainings for quarantine officers in farms,and strengthening the awareness of the first person responsible for animal disease control in enterprises.Therefore,it was concluded that some references and demonstration were provided to other domestic markets through the above practices and innovation of the supervision mechanism.
