摘要
在工程决策、设计阶段,应用全寿命周期造价管理思想设计项目价值,应用价值管理工具优化建设、设计方案,提升项目价值,使得项目功能满足利益相关者合理诉求的集成、工程造价满足全寿命周期造价最小。在工程实施阶段,应用全要素造价管理思想,业主、承包商集成管理损失工期成本、损失质量成本、损失安全成本、损失环境成本,确保工程质量、工期、造价、安全、环保等目标满足合同文件要求,使得业主、承包商双赢,实现项目价值。
In the engineering decision-making and design stage, the whole life cycle cost management idea is applied to design the project value, the value management tool is used to optimize the construction, design the scheme and enhance the project value, so that the project function can meet the reasonable demands of stakeholders, and the project cost can meet the minimum life cycle cost. In the project implementation stage, the whole factor cost management idea is used, the owner and the contractor carry out the integrated management of the loss time limit cost, the loss quality cost, the loss safety cost and the loss environment cost, ensures the project quality, the time limit,the cost, the safety, the environmental protection and other objectives to meet the requirements of contract documents, so that owners and contractors can achieve win-win and project value.
