摘要
全面推行河长制提出了水资源保护、水域岸线管理保护、水污染防治、水环境治理、水生态修复、执法监管等六大任务,是解决我国复杂水问题、维护河湖健康生命创新性制度,三防(防汛、防旱、防风)指挥体系是沿海地区防御水旱风灾害、保障水安全的传统管理制度。以深圳市为例,从工作原则与目标、管理单元、组织形式、工作任务、工作机制、能力建设、考核监督、社会参与等8个层面讨论河长制与三防工作间的互动关系,三防工作丰富了河长制的实施任务,使河长制实施目标具体化、多元化,河长制创新了管理机制,成为提升三防管理工作的重要抓手。探讨二者的互动关系,可为河长制背景下典型沿海城市开展三防工作提供工作建议,进一步丰富河长制工作内涵。
River chief system has already put forward six major tasks,including resource protection,shoreline management and protection,water pollution prevention and control,water environment management,ecological restoration,law enforcement monitoring.It is an innovative mechanism for solving complex water problems and maintaining healthy life in rivers and lakes.The flood,wind&drought control command system is a traditional management system for preventing floods,droughts and wind disasters and ensuring water safety.The authors take Shenzhen as an example,and discuss the interactive relations between the river chief system and flood,wind&drought control.The discussion unfolds in 8 areas,including work principles and objectives,management units,organizational forms,tasks,working mechanisms,capacity building,assessment and supervision,and social participation.The authors consider that the work of flood,wind&drought control has enriched the tasks of the river chief system,and it aims to concretely and diversify the implementation of the river system.The river chief system has innovated the management mechanism,and has become an important means to enhance the management of the flood,wind&drought control.Discuss the interaction between them can promote the development of flood,wind&drought control in typical coastal cities under the background of river chief system.
