摘要
电力市场体制下绿色能源的市场激励政策主要分为电量激励与价格激励。其中可再生能源配额制与绿色交易证书的引入构成了电量激励的主要方式。本文首先针对国内外交易系统现状和现行支持政策进行分析;然后,根据碳排放与绿证市场的交易情况,通过系统动力学模型分析其内部因素与外部环境之间的相互作用机制;最后,在我国碳排放交易现行政策和可再生能源配额制现状下,对碳排放和绿色证书交易市场进行情景仿真推演。结果表明:我国碳排放和绿色证书交易具有开发潜力,对于电力市场建设和资源配置具有重要意义。
The market incentive policies for green energy under the electricity market system are mainly divided into electricity incentives and price incentives. Among them, the introduction of renewable energy quota system and green transaction certificate constitutes the main way of electricity incentives. Firstly, this paper analyzes the current status of domestic and foreign trading systems and supporting policies. Then, according to the trading situation of carbon emission and green certificate market, the system dynamics model is used to analyze the interaction mechanism between internal factors and external environment. Finally, Under the current policy of China’s carbon emissions trading and the current situation of renewable energy quota system, the scenario simulation of carbon emission and green certificate trading market is carried out. The results show that China’s carbon emission and green certificate trading have development potential, which is of great significance to the construction of power market and resource allocation.
