摘要
美丽乡村建设作为新时代美丽中国建设的有机组成部分,在乡村振兴战略中扮演着脱贫攻坚、改善人居生态环境、完善公共基础设施、保持传统文化的重要作用。海南省美丽乡村建设起步早,发展快,促进了海南省新兴产业的发展、生态环境的改善、人均收入的增加,为国际旅游岛的打造增添了亮点。海南保亭黎族苗族自治县三道镇什进村是美丽乡村建设的一个典型个案,有其成功的做法与经验,也面临新情况与新问题。建议进一步深化美丽乡村建设,完善美丽乡村建设的法律法规体系,处理好乡村"拆"与"建"的关系,重视教育和人才培育,发挥村民的主体地位,深入开展乡村振兴战略推进海南美丽乡村建设的可持续发展。
As an integral part of the construction of beautiful China in the new era,the construction of beautiful countryside plays an important role in the strategy of rural revitalization,such as eliminating poverty,improving the living environment,completing public infrastructure and maintaining traditional culture.The construction of beautiful countryside started early and developed rapidly in Hainan province,which promoted the development of new industries,improved ecological environment,increased per capita income in Hainan,and added highlights to the construction of international tourism island.Zhajin Village located in Sandao town in Baoting Li and Miao autonomous county is a typical case of beautiful rural construction.It has its successful practice and experience,and also faces new situation and problem.In the new era,we are suggested to further deepen the construction of beautiful countryside,improve the laws and regulations system,deal with the conflicts between rural "demolition" and"construction",attach importance to education and talent cultivation,give full play to the principal position of villagers,and carry out the strategy of rural revitalization to promote the sustainable development of beautiful countryside construction in Hainan.
