摘要
霍尔果斯经济开发区是我国在新疆建设的两个特殊经济开发区之一,对助推丝绸之路经济带核心区建设及加快新疆对外开放战略具有重要意义。本文对霍尔果斯特色商圈进行SWOT分析,通过AHP层次分析法得出霍尔果斯经济开发区未来发展适合WO 战略,即利用外部资源,发展本地经济。提出利用中哈霍尔果斯国际边境合作中心外部资源构建霍尔果斯特色商圈的设计思路和功能设定,即“一个功能延伸”打造霍尔果斯文化旅游中心,“二个产业支撑”建立规模商圈集群和文化旅游景观街,“三个重要保障”实现商圈管理法制化与标准化、低碳循环经济与智能化特色服务。在对霍尔果斯特色商圈效应分析的基础上,针对存在问题提出对策建议。
Horgos Economic Development Zone, one of the two special economic development zones in Xinjiang, is of great significance to promote the construction of the core area on the Silk Road Economic Belt and accelerate Xinjiang's opening to the outside world. This paper, applying SWOT model, analyzed Horgos characteristic business area, and concluded, applying the AHP analytic hierarchy process, that the WO strategy was suitable for the future development of the Zone, that is, the use of external resources to develop the local economy. This paper proposed that, to develop Horgos Characteristic Commercial Area by using the external resources of the Sino-Kazakh International Border Cooperation Center,"one function extension" should be built up--Horgos cultural tourism center,"two industry support" should be developed--large-scale business clusters and cultural tourism landscape streets, and "three important guarantees" should include the management legalization and standardization, low carbon circular economy and intelligent services.
