摘要 回顾了中国石油工程建设企业“走出去”20多年的海外发展历程,分析了工程建设业务国际化发展过程中我国石油工程建设企业在公司治理结构、国际化管理模式和体系、人才队伍国际化、海外工程建设服务业务链、利益相关方管理、海外工程建设业务领域、资源整合和配置能力等方面存在的差距和不足,提出了国际化发展的措施和建议:全面发展EPCC总承包能力、打造专门从事国际业务的工程队伍、建设国际项目管理团队和体系、推广集约化采购管理、加强利益相关方管理和区域发展、拓展海外工程服务业务领域。 The article reviews the more than 20 years of "going out" development history of Chinese petroleum engineering service enterprises following China's 40 years reform and opening-up policy, analyzes the gaps and deficiencies in several aspects including the corporate governance structure, international corporate governance model and management system, talent internationalization, overseas engineering and construction services business chain, stakeholder management, overseas business areas of engineering and construction, the ability of resource integration and configuration, and puts forward the proposed measures on the corporate internationalization: to comprehensively develop EPCC's overall contracting capacity, build an engineering service team specializing in international business, build a dedicate international project management team and management system, implement centralized international procurement management, strengthen stakeholder management and regional development, and expand overseas engineering service business areas.
