摘要
陈渠珍身为武人,却心怀桑梓。1920年坐镇湘西后,遂依靠军事威权实力兴学:他以湘西财政发展民事,丰裕教育经费;以优厚待遇礼聘师资,筹谋擘画湘西教育发展大计;并实力改造教育行政,以优化教育效率。在陈渠珍的大力提倡下,湘西教育渐见曙光。陈渠珍湘西教育改造最终流于失败,根本原因在于民初军阀混战,“国家”观念的缺失,使得中央、省府和地方各级行政难以统一,导致教育缺乏统一有效的制度保障和持续稳定的办学人员,最终只能人存政举,人“亡”政息。
Chen Quzhen,although as a soldier,cherished his hometown a lot. After settling in Western Hunan,he vitalized education by his military power:he utilized fiscal revenue of Western Hunan to develop people's livelihood and supplement educational fund,recruited teachers by high remuneration to make the development plan of education in Western Hunan,and substantially reformed the educational administration to promote the educational efficiency. Under the strong support of Chen Quzhen,the education in Western Hunan was gradually improved. However,Chen Quzhen's education reform in Western Hunan ended in failure,the primary causes were confused fighting between the warlords in early Republic of China and the lack of“country”concept,which made it difficult to unity the administration on central,provincial and local levels,caused the lack of unified and efficient system guarantee and continuous and stable staff in education,and finally led to the situation of“policies and rationality of an organization shifting with the change of the person in charge”.
