摘要
针对装备预研项目中日益增多的外协任务所带来的质量风险管控问题,分析了外协项目的一般流程,提出了外协任务风险管控四要素:能力、时间、信用和质量;着重从宏观风险及其管控措施、过程风险管控措施进行了深入研究,对于降低外协风险、促进提高预研项目外协研制质量,提升项目管理水平具有较好的借鉴作用。
In view of the quality risk management and control problems brought by the increasing number of outsourcing tasks in the equipment pre-research project, the general process of the external project is analyzed, and the four elements of the external task risk management and control are proposed: capability, time, credit and quality;Focusing on macro risk and its control measures and process risk management and control measures, it has a good reference for reducing external risks, promoting the quality of research and development of pre-research projects, and improving project management.
