摘要
“两岸一家亲、共饮一江水”。福建向金门地区供水是习近平总书记在闽工作期间直接领导、积极推进的事关台湾同胞福祉的民生工程。经过23年曲折历程,这一愿景得以实现,并探索积累了可持续、可复制的经验和做法。以亲历者、推动者视角,从政策导向、心灵契合、技术先行、双方授权、团队精神等5个方面进行概括和阐述,并就两岸加快“新四通”步伐,促进应通尽通、融合发展提出建议。
Water supply from Fujian Province to Jinmen is closely related to the well-being of pepole in Taiwan. After 23 years of efforts, the project has realized its targets and accumulated valuable experiences. Being one of the practitioner and promoter of the project, the author makes an introduction and review on the practices from five respects of policy guidance, heart-to-heart communication, giving priority to technologies, delegation of authorities and team work in project construction. Finally suggestions are made to promote connectivity between Taiwan and mainland, especially supply of water, electricity and gas as well as construction of bridges.
