中新天津生态城海绵城市建设实践与探索 被引量:4

摘要 习总书记在中央城镇化工作会议上提出“建设自然积存、自然渗透、自然净化的海绵城市”以来,中新天津生态城积极响应,利用已有工作基础,在全域开展海绵城市建设。生态城海绵城市建设面临着水资源不足、水质保障困难、土壤和地下水条件不利等主要困难,同时也具有较好的水系绿地格局、有利的组织构架和企业联动管理体制以及中新两国合作优势。结合地方特点,生态城构建了由水环境、水安全、水资源、水生态组成的海绵城市系统,兼顾创造自然和谐的居住环境;建立了较为完善的制度机制,保障海绵城市建设工作推进;搭建了专业化的管理监测平台,进一步提升海绵城市建设管理和运营水平。结合各类项目的特点,提出了具有较强指导意义的海绵城市项目建设要求和模式。经过多年实践和探索,生态城初步积累了一套具有地方特色的海绵城市建设经验。 General Secretary Xi Jinping proposed “to construct Sponge City that could naturally store, permeate and purify rainwater” on the Central Conference of Urbanization, China-Singapore Tianjin Eco-city had responded positively, based on achievements at that time, to carry out Sponge City construction in the whole city. China-Singapore Tianjin Eco-city faced lack of water resource, difficulty in maintaining water quality, bad soil and underground water conditions, etc. Simultaneously it possessed good pattern of river and green-land system, beneficial organization and corporation-linkage-management institutional mechanism, superiority of cooperation between China and Singapore, etc. With these characteristic, China- Singapore Tianjin Eco-city constructed a Sponge City system consisting of water environment, water safety, water resource and water ecology, in the mean time considering to create a natural and harmonious living environment;it established fair good institutional mechanism to help Sponge City constructing;it also build a professional management and monitoring platform for further promoting management and operation levels in Sponge City construction. Furthermore, it proposed its modes as guide for sponge city construction in projects. After all these years’ practice and exploration, China-Singapore Tianjin Eco-city has gradually accumulated its experiences on Sponge City construction with local uniqueness.
