摘要
林业生态补偿机制是在林业生态破坏赔偿和生态保护补偿制度建立下的林业生态环境受损的补偿制度,在林业开发利用过程中实现生态环境的保护和有偿使用。对林业生态补偿的内涵、主体、客体、标准及方式等方面进行了研究评述,指出林业生态补偿研究重点和难点是生态补偿标准核算。目前生态价值评估方法主要有费用支出法、市场价值法、影子项目法和边际机会成本法等。综上,国内外学者对林业生态补偿研究取得了一定进展,未来研究应朝向市场化和多元化的方向发展,从而推动林业生态补偿理论和实践的良性互动。
The forestry ecological compensation mechanism is a compensation system for the damage of the forestry ecological environment under the establishment of the forestry ecological damage compensation and ecological protection compensation system. This paper reviews the connotation, subject, object, standard and method of forestry ecological compensation, and points out that the key and difficult point of forestry ecological compensation research is the accounting of ecological compensation standard. At present, ecological value assessment methods mainly include expense method, market value method, shadow project method, shadow project method and marginal opportunity cost method. To sum up, domestic and foreign scholars have made some progress in the study of forestry ecological compensation. In the future, the research should be oriented towards the direction of marketization and diversification, so as to promote the benign interaction between the theory and practice of forestry ecological compensation.
