摘要
在国家大力推进供给侧结构性改革时,河南省政府出台多项措施保障科技金融产业协调发展,但科技金融服务体系单一、资本市场不完善、金融支持保障机制不健全、科技经费投入总量和结构不理想等问题依然存在。为解决这些问题,从构建科技金融创新综合服务平台、发展多层次资本市场体系、健全科技金融风险担保与分摊机制、丰富科技金融服务品种方面提出了优化发展路径。
While the state vigorously promoted supply-side structural reforms,the Henan provincial government introduced a number of measures to ensure the coordinated development of the science,technology and financial industries.However,to solve these problems,such as a single system of science and technology financial services,imperfect capital markets,imperfect financial support and guarantee mechanisms,and inadequate investment and structure of science and technology funds,this paper puts forward the optimal development path from the aspects of constructing the comprehensive service platform of science and technology financial innovation,developing the multi-level capital market system,improving the guarantee and sharing mechanism of science and technology financial risk,and enriching the variety of science and technology financial services.
