摘要
采用文献资料法、实地考察法,对我国体育产业政府引导资金的发展进行研究。主要结论:当前我国体育产业政府引导资金的开展整体呈现速度较快、资金规模逐渐扩大的趋势,但也存在着地域分布不平衡、结构不合理、审计考核和评价监督体系不完善、尚未建立退出机制和退出渠道等问题。建议:加强顶层设计,设立国家层面的体育产业政府引导资金;优化体育产业政府引导资金投融资结构和资助方式;完善体育产业政府引导资金审计考核和评价监督体系;建立体育产业引导资金的退出机制和退出渠道。
By using literature reviews and field survey, the paper studies on the development of government guiding funds in China’s sports industry. Main conclusions are as follows: the overall usage of government guiding funds in sports industry shows a rapid development and expansion in terms of capital scale. However, it does exist with several problems including the unbalanced geographical distribution, the unreasonable structures, the imperfect audit system on checking, evaluation and supervision, as well as the missing of withdrawal mechanism and channels. Suggestions: strengthen the top-level design, which means the founding of government guided funds on national level;optimize investment and financing structure as well as aiding modes;perfect audit system on checking, evaluation and supervision;establish withdrawal mechanism and channels for guiding funds in China’s sports industry.
