摘要
中国网络舆论已经成为一种有广泛而重大影响的社会舆论形态,提升网络舆论引导能力,塑造风清气正的网络生态环境,是营造良好社会舆论环境的重要环节。多中心协同治理模式源于对治理理论与实践的提炼和升华,它将治理理论所蕴含的对治理主体及治理主体之间关系的要求具体化,为提升网络舆论引导能力提供了非常好的视角和解决方案。从多中心协同治理的角度看,在提升网络舆论引导能力过程中,党和政府发挥引领作用,市场主体(主要是网络运营商)承担应尽的社会责任,社会组织进行合作协调,网民加强监督和自律,这些不同主体的不同作用形成协同效应,就可以有力推动网络舆论场域的和谐有序发展。
The Internet public opinion has become a form of social public opinion with wide and significant influence in China.Improving the guiding capacity of Internet public opinion and shaping a clean and healthy Internet ecological environment are important links to create a good social public opinion environment.The model of polycentric synergetic governance originates from the refinement and sublimation of governance theory and practice.It embodies the requirements of governance theory on the relationship between governance subjects and governance subjects,and provides a very good perspective and solution for improving the guidance capacity of Internet public opinion.From the perspective of polycentric synergeticgovernance,in the process of improving the guiding capacity of Internet public opinion,the Communist Party and the government play a leading role,market players assume their due social responsibility,social organizations cooperate and coordinate,netizens strengthen supervision and self-discipline,and the different roles of these different subjects form a synergistic effect,which can promote the development harmonious and orderly of the field of Internetpublic opinion.
