摘要
被征地农民面临群体对比下的静态发展不平衡、社会进步下的动态发展不充分双重困境,成为了新时代中国社会主要矛盾具体而格外显眼的表现载体。然而,具有促进社会公平、化解社会矛盾使命的被征地农民社会保障供给实践并没有对此作出有效响应,在供给主体、供给规则等构成的供给侧存在明显的结构性障碍。因此,有必要通过构建“一主多元”参与模式、完善需求表达机制等途径,强化供给侧改革,破除结构性障碍,促进被征地农民社会保障供给优化,帮助其摆脱双重困境,进而助推社会主要矛盾化解。
The land-expropriated farmers are faced with the double dilemma of the static unbalanced development compared with other groups and the inadequate dynamic development under social progress,which has become the specific and particularly prominent carrier of the major social contradictions in the new era in China. However,the practice of social security supply with the mission of promoting social fairness and resolving social conflicts for land-expropriated farmers has not responded effectively to this problem. There are obvious structural obstacles in the supply side formed by supply subjects and supply rules and so on. Therefore,it is necessary to strengthen the supply side reform,get rid of the structural barriers,optimize the social security supply of land-expropriated farmers and help them to get out of the dual predicament through the construction of the participation mode of "one dominant power,multiple participants". Finally,the major social contradictions in China will be resolved.
