摘要
在科研发展过程中,科研管理机制是否科学、合理,对地方科研院所发展起着关键作用。地方科研机构的科研管理创新是适应知识经济时代各种挑战的需要,是国家创新体系和科研管理学科发展的必然要求。文章以新疆农业科学院为例,介绍了其科研管理的现状,分析了地方科研机构科研管理中存在的一些问题,提出了科研管理从服务型向引导型转变、完善协同创新机制、秉承“引进来,走出去”的科研人才培育方法、健全成果转化机制等加强地方科研机构创新管理的建议,以期进一步推动地方科研机构管理工作的制度化、规范化、科学化发展。
In the process of scientific research development, whether the scientific research management mechanism is scientific and reasonable plays a key role in the development of local scientific research institutes. Innovation of scientific research management in local institute is need of meet the challenges of knowledge economy, it is also inevitable need of national innovative system and the development of scientific research management subject. Based on the present situation and characteristics of scientific research management Taking Xinjiang Academy of Agricultural Sciences as a case, current situation of scientific research management was informed, some problems existing in the management of local scientific research institutions were analyzed in the paper. Suggestions to strengthen innovative management of local institutes were put forward, such as changing from service type to instruction type, improving collaborative innovation mechanism, adopting the "Introduce in and Walk out" talents′ training method, perfecting achievements transformation mechanism, etc. This will promote the management of local scientific research institutions to be institutionalized, standardized and scientific.
