摘要
随着城市化进程的不断加快以及经济建设的快速发展,湖北省内扬尘污染呈现出日益恶化的趋势。扬尘污染物对人体造成的危害是多方面的,为了实现美丽中国的中国特色社会主义现代化建设重要战略目标,营造宜居的健康生活环境,必须解决城市发展过程中的扬尘污染问题,但由于传统扬尘污染防治中专门防治地方法规缺失、部门防治职责分配模糊、防治规范实践运转受挫、法律责任设置尚不完善等原因,无法实现扬尘污染有效治理的使命。因此,需要通过科学规划加快立法进程、精准定位划清监管职责、明确需求细化监管措施、明辨责任巩固防治成效等完善路径进一步促进扬尘污染防治地方立法工作开展,为扬尘污染防治提供科学可行的执法依据。
With the accelerating urbanization process and the rapid development of economic construction,the dust pollution in Hubei Province is showing an increasingly deteriorating trend.The harm caused by dust pollutants to the human body is multi-faceted.In order to realize the important strategic goal of the beautiful China s socialist modernization with Chinese characteristics and create a livable healthy living environment,it is necessary to solve the dust pollution problem in the urban development process,but due to the tradition In the prevention and control of dust pollution,the special prevention and control of local laws and regulations,the division of departmental prevention and control duties,the frustration of the practice of prevention and control practices,and the imperfect legal liability setting are not able to achieve the mission of effective dust pollution control.Therefore,it is necessary to accelerate the legislative process,accurately locate and clarify regulatory responsibilities,clarify the need to refine regulatory measures,clarify responsibilities,and consolidate the effectiveness of prevention and control,and further promote local legislation on dust pollution prevention and control,and provide scientific and feasible measures for dust pollution prevention and control,so as to provide a scientific and feasible basis for law enforcement for the prevention and control of dust pollution.
