摘要
低龄老年就业对于促进我国产业结构升级,提升社会保障制度的可持续性和老年人自我保障能力具有重要意义。我国老年就业主要集中于第一产业、男性比例明显高于女性、年龄段主要分布在55-69岁之间、求职渠道以亲友介绍为主等特征,存在就业数量下降、就业结构不合理等不足。因此,需要从产业结构调整、强化管理机构、完善退休与养老金制度、健全求职机构、推进反年龄与性别歧视、加大老年教育培训以及在职健康制度等方面促进老年就业。
The employment of early old agers is of great significance to the upgrading of the industrial structure,the enhancing of the sustainability of the social security system and the improving of the self-security of the elderly.The elderly employment in China is mainly concentrated in the primary industry,where the proportion of male is significantly higher than that of female.The age group is mainly distributed between 55-69,with job-seeking mainly introduced by their family and friends.There exist some deficiencies like a decline in the number of employment and the unreasonable employment structure.Therefore,the paper puts forward a series of policy suggestions to promote the employment of the elderly from the aspects of industrial structure,management system,retirement system,pension system,enterprise employment,job search institutions,anti-age and gender discrimination,elderly education and training,and the on-the-job health system.
