摘要
当前,我国社会发展“不平衡不充分”的主要矛盾在各个领域都有所显现,“文化堕距”矛盾在公共文化服务领域是最为突出的。公共文化服务供给堕距本身是一种文化堕距,且加剧文化堕距,造成公共文化服务体系运转呈现“工具失灵”困境,公共文化服务体系效能偏低和民众“文化获得感”偏低。为了能够解决公共文化服务供给之“文化堕距”矛盾,方式是落实公共文化服务供给侧结构性改革,要使得政府从内容供给走向制度供给,公众从接受服务走向自主服务,并设立指标治理公共文化领域生态环境。
At present, the principal contradiction of “imbalance and insufficiency” in China’s social development is manifested in various fields, and the “cultural lag” contradiction is the most prominent in the field of public cultural services. The lag in the supply of public cultural services is a kind of cultural lag in itself, which intensifies the lag and leads to the “tool failure” dilemma in the operation of the public cultural service system, the low efficiency of the public cultural service system and the low“ sense of cultural acquisition” of the public. In order to solve the problem of“ cultural lag” in the supply of public cultural services, we should carry out the supply-side structural reform of public cultural services by making the government turn from content supply to system supply, the public turn from receiving services to autonomous services, and establish indicators to manage the ecological environment in the field of public culture.
