摘要
2017年9月实施的《普通高等学校学生管理规定》(以下简称《规定》)全面清理、修订有关学生管理的规章制度,着力推进依法治校和规范办学,为高校依法治校提供了具体依据。本文从学生学籍管理转专业的一点出发,尊重学生个性发展,通过对高校学生转专业现状及原因分析,提出高校应合理限制学生对转专业的要求,初步探讨了实现学生自由转专业的管理思路,提出转专业自由化将成为高校发展的趋势,也为更好落实《规定》提供参考。
The Regulations on the Management of Students in Universities and Colleges (hereinafter referred to as the Regulations) implemented in September 2017 comprehensively cleaned up and revised the rules and regulations on the management of students, focusing on promoting the rule of law and standardizing the running of schools, providing specific basis for the rule of law in universities and colleges. Starting from the point of transferring student status management to major, this paper respects the development of students' personality. Through the analysis of the current situation and reasons of transferring students to major, this paper puts forward that colleges and universities should reasonably restrict the requirements of transferring students to major, preliminarily explores the management ideas of realizing students' transferring specialty freely, and puts forward that the liberalization of transferring specialty will become the trend of the development of colleges and universities, and also provides reference for better test.
