摘要
改革越是深入,越需要突出行政系统与环境的互动作用。以"强制性制度变迁"加"摸着石头过河"为组合方式的地方政府简政放权改革,面临着政治、经济、社会和沟通网络等行政环境要素的困境。突破这些困境需要树立整体政府思维、拉近政策制定与落实距离、坚持政务公开、完善联动机制。
The deeper the reform is, the more the interaction between the administrative system and the environment is needed. The reform of streamlining administration and delegating power of local government, which combines "compulsory institutional change" with "crossing the river by touching the stones", faces the predicament of political, economic, social and communication network elements. To break through these difficulties, we need to set up the overall government thinking, narrow the distance between policy formulation and implementation, adhere to the openness of government affairs, and improve the linkage mechanism.
