摘要
在当前乡村振兴的大背景下,各地非集中建设区涌现出众多项目诉求,也带来一些实施与规划管理的经验教训。合肥非集中建设区建设管控专题以合肥新一轮总体规划编制为契机,紧扣国家相关政策,探讨“空间分类引导、用地分区管控、规划分级编制”的建设管控模式。以期解决当前大城市周边非集中建设区规划管理面临的“能否实施、如何实施、如何控制”等一系列问题。试图探索出一条非集中建设区从“重在管控”到“主动实施”的可持续、可复制、可推广之路。
Under the background of the Rural Revitalization,Many experiences and lessons have emerged from various parts of the country. Taking urban master planning as an opportunity. Hefei Nonintensive Development Areas study giving some construction management,like: classification guidance, zoning control, planning graded. In purpose to Solve the current problem of Non-intensive Development Areas, such as: Can we do/how to do/what can do/how much can do? etc. This paper in order to Exploring a Sustainable, replicable and popularized Road to balance Non-intensive Development Areas' s preservation and development.
