摘要
基于对安徽省家庭农场的考察,发现在家庭农场的发展过程中,家庭农场主能主动作为,积极采取各种措施促进家庭农场更好地发展;但由于我国家庭农场尚处于发展的起步阶段,受到农业本身的弱质性、社会化服务体系不健全等因素的影响,我国家庭农场面临着农业生产风险增大和社会化服务体系碎片化的双重困境。进而提出两大主要对策:(1)面对当前农业生产风险增大的困境,应着力从农业保险制度入手,以保险制度为保障,调整险种布局,扩大保险覆盖面;(2)对于当前社会化服务体系碎片化问题,应重点以社会化服务组织为依托,健全农业社会化服务体系。
Based on the investigation of family farms in Anhui,it is found that family farmers take the initiative to take various measures to promote the better development of family farms. But China′s family farms are still at the initial stage of development, and are affected by the weakness of agriculture itself and the imperfect social service system. Family farms in China have the double dilemma of increasing agricultural production risk and fragmenting of social service systems. And then this paper puts forward main countermeasures: taking the agricultural insurance system as the guarantee, adjusting the distribution of insurance types and expanding insurance coverage, improving the agricultural socialized service system,and relying on socialized service organizations.
