摘要
欧洲一体化研究中的功能主义理论主张在“低政治”领域进行功能性合作,建立功能性的国际组织;强调合作会自动扩展,即某一功能部门的成功合作会进一步刺激其他功能部门的合作。正是在功能主义理论的指引下,欧盟逐渐从功能性府际合作组织演变成一种独特的功能性政府,实现了欧洲社会多功能性领域的有效治理。对照之下,现代社会的公共事务也变得越来越“外部化”,跨界性日趋明显且自成一体化,产生了在相应功能性领域进行自我规范与精细化治理的需求,挑战着传统的跨行政区政府间关系与政府内部条块分割的权力格局,这与治理理论强调多元参与、自主协商的意旨不谋而合。在功能性领域的治理中,政府角色不可或缺,构建功能性政府以兼顾现代社会功能性领域的治理需求和政府行政的变革要求,显得势所必然。
Functionalist theory in the study of European integration advocates functional cooperation in the field of “low politics” and the establishment of functional international organizations. It emphasizes that cooperation will expand automatically,that is,successful cooperation in one functional sector will further stimulate cooperation in other functional sectors. It is under the guidance of functionalist theory that the European Union has gradually evolved from a functional intergovernmental cooperative organization into a unique functional government,which has achieved effective governance in the field of social multifunctionality in Europe. By contrast? public affairs in modern society are becoming more and more “externalized” and cross-border is becoming more and more obvious and self-integrated. This has created the need for self-regulation and fine governance in the corresponding functional areas,and challenged the traditional power pattern of inter-administrative relationship and internal division of government?which is in line with the governance theory’s emphasis on multiparticipation and independent consultation. The purpose coincides with each other. In the governance of the functional field?the role of government is indispensable. It is imperative to construct a functional government to take into account the governance needs of the functional field of modern society and the reform requirements of government administration.
