摘要
渔业是中国国民经济中的重要行业,同时也是高风险行业。辽宁作为海洋渔业大省,如何加强和创新渔业安全生产监管工作,是当前渔业行政管理部门面临的重要课题。基于对辽宁省渔船、渔港、从业人员及渔业安全事故情况的考察了解,结合调研资料分析和文献研究,从监管机制、制度体系、应急管理等多方面,总结梳理了当前辽宁省渔业安全生产管理工作中存在的主要问题,并借鉴日本及国内先进地区渔业安全管理经验,最后提出具有针对性的建议,以期为进一步提升辽宁省渔业安全生产管理水平提供参考。
Fishery is very important to China’s national economy, while it’s also recognized as a high-risk industry in the world.Liaoning is a major marine fishery province of China, so fishery safety is an important challenge for fishery administrative division, and how to strengthen and innovate the management of fisheries safety is of great significance.Based on the investigation of current status of fishing vessels, fishing ports, employees, and fishing safety accidents in Liaoning, combining survey data and literature research, this paper comprehensively summarizes the main problems existing in the current management of fishery safety, including regulatory mechanism, institutional system and contingency management.Finally, by drawing on the experiences of fishery safety management in Japan and advanced areas in China, specified countermeasures for improving the management level of fishery safety in Liaoning were proposed.
